One is that the company that makes the brass also makes bulk reloading machinery and so the "step" inside the case may be for ensuring proper over all length an never exceed minimum OAL, which would be critical for Plus P+ loadings. I've been able to find out two things about this brass. You would definitely want to begin with a reduced load and work up to max gradually and stay well below below published max.
